What is the meaning of CEIR?

The Central Equipment Identity Register (CEIR) is a government initiative aimed at curbing mobile phone theft and fraud. The program, launched in September 2019, is overseen by the Department of Telecommunications (DoT) and operated by the Centre for Development of Telematics (C-DOT), an Indian government-owned telecommunications technology development center.

The CEIR is essentially a database that contains unique identification numbers for every mobile device that is sold or imported into India. The numbers, known as International Mobile Equipment Identity (IMEI) numbers, are used to track and identify devices, allowing authorities to block or blacklist devices that are lost or stolen, or those that have been illegally modified or tampered with.

The CEIR is a significant step forward in the fight against mobile phone theft and fraud, which has become a major problem in India in recent years. According to a report by the National Crime Records Bureau (NCRB), there were over 1.5 million cases of mobile phone theft reported in India in 2018 alone, a 10% increase from the previous year. In addition to the financial losses suffered by individuals, mobile phone theft also poses a security risk, as stolen phones can be used to commit a range of crimes, from cyber fraud to terrorist activities.

The CEIR works by creating a centralized database of IMEI numbers, which are assigned to every mobile device at the time of manufacture. When a device is sold or imported into India, the IMEI number is registered with the CEIR. If the device is reported as lost or stolen, the owner or the police can report the IMEI number to the CEIR, which will then blacklist the device, preventing it from being used on any mobile network in India.

The CEIR also has the capability to detect and block devices that have been illegally modified or tampered with, such as those that have had their IMEI numbers changed or cloned. This is a significant development, as such devices are often used by criminals to evade detection and commit crimes.

सीईआईआर खोए/चोरी हुए मोबाइल उपकरणों का पता लगाने के लिए दूरसंचार विभाग का नागरिक केंद्रित पोर्टल है। यह सभी दूरसंचार ऑपरेटरों के नेटवर्क में खोए/चोरी हुए मोबाइल उपकरणों को ब्लॉक करने की सुविधा भी देता है ताकि खोए/चोरी हुए उपकरणों का भारत में उपयोग नहीं किया जा सके। यदि कोई अवरुद्ध मोबाइल फोन का उपयोग करने का प्रयास करता है, तो उसकी पता लगाने की क्षमता उत्पन्न हो जाती है। एक बार मोबाइल फोन मिल जाने के बाद इसे नागरिकों द्वारा इसके सामान्य उपयोग के लिए पोर्टल पर अनब्लॉक किया जा सकता है।
उपयोगकर्ता को अपने फोन के IMEI को ब्लॉक कर देना चाहिए यदि वह खो गया/चोरी हो गया हो।

उपयोगकर्ता निम्न में से किसी एक तरीके से फ़ोन के IMEI को ब्लॉक कर सकता है:

  • इस वेबसाइट पर सबमिट किए गए फॉर्म के माध्यम से। इसे करने की प्रक्रिया इस प्रकार है:-
    1. पुलिस के पास एक रिपोर्ट दर्ज करें, और रिपोर्ट की एक प्रति अपने पास रखें।
    2. अपने दूरसंचार सेवा प्रदाता (जैसे, एयरटेल, जियो, वोडा/आइडिया, बीएसएनएल, एमटीएनएल आदि) से खोए हुए नंबर के लिए डुप्लीकेट सिम कार्ड प्राप्त करें। यह आवश्यक है क्योंकि आपको अपना IMEI ब्लॉक करने का अनुरोध सबमिट करते समय इसे प्राथमिक मोबाइल नंबर (इस नंबर पर OTP भेजा जाएगा) के रूप में प्रदान करना होगा।
      नोट: ट्राई के नियमन के अनुसार, सिम एक्टिवेशन के 24 घंटे के बाद पुनः जारी किए गए सिम पर एसएमएस सुविधा सक्षम हो जाती है।
    3. अपने दस्तावेज़ तैयार रखें – पुलिस रिपोर्ट की एक प्रति और एक पहचान प्रमाण प्रदान किया जाना चाहिए। आप मोबाइल खरीद चालान भी प्रदान कर सकते हैं।
    4. खोए/चोरी हुए फोन के आईएमईआई को ब्लॉक करने के लिए अनुरोध पंजीकरण फॉर्म भरें और आवश्यक दस्तावेज संलग्न करें। फॉर्म पर जाने के लिए यहां क्लिक करें ।
    5. फॉर्म सबमिट करने के बाद आपको एक रिक्वेस्ट आईडी दी जाएगी। इसका उपयोग आपके अनुरोध की स्थिति की जांच करने और भविष्य में IMEI को अनब्लॉक करने के लिए किया जा सकता है।
  • राज्य पुलिस के माध्यम से।

नोट: यदि उपयोगकर्ता को यह संदेश प्राप्त होता है कि “राज्य पुलिस द्वारा *** पर IMEI *** और मोबाइल नंबर *** के लिए अनुरोध पहले से ही मौजूद है।” ब्लॉकिंग रिक्वेस्ट सबमिट करने के बाद, इसका मतलब है कि उनके IMEI और मोबाइल नंबर के लिए अनुरोध राज्य पुलिस के माध्यम से CEIR सिस्टम में पहले से मौजूद है।

ब्लॉक करने के अनुरोध को सफलतापूर्वक सबमिट करने के बाद, उपयोगकर्ता का फ़ोन 24 घंटों के भीतर ब्लॉक कर दिया जाता है। फोन ब्लॉक होने के बाद पूरे भारत में किसी भी नेटवर्क पर इसका इस्तेमाल नहीं किया जा सकता है।
नोट: यह पुलिस को खोए/चोरी हुए फोन को ट्रैक करने से नहीं रोकता है।
उपयोगकर्ता को अपने फ़ोन का IMEI तभी अनब्लॉक करना चाहिए जब वह पाया गया हो और उपयोगकर्ता के पास हो।
